La APDH de Bahía Blanca durante la transición a la democracia (1983- 1987): alcances y límites para la militancia humanitaria en una ciudad con “características particulares”

Abstract

Partiendo de la reducción de escala de análisis como opción metodológica, el artículo tiene por objetivo reconstruir el proceso de conformación de uno de los principales organismos de derechos humanos de Bahía Blanca en los años ochenta, la delegación de la Asamblea Permanente por los Derechos Humanos. Específicamente analiza el proceso de crecimiento y legitimación de la organización, y los desafíos que supuso para la militancia humanitaria el contexto de la transición. Se sostiene que en los primeros años del flamante gobierno constitucional y hasta la denominada ley de Obediencia Debida, la APDH de Bahía Blanca se convirtió en la organización local referente del reclamo por verdad y justicia, sin embargo, se destaca que este proceso de crecimiento y legitimación se caracterizó por la persistencia de tensiones y dificultades en cuanto a las relaciones con los poderes locales y con distintos sectores de la sociedad

Starting from the reduction of the scale of analysis as a methodological option, the article aims to reconstruct the formation process of one of the main human rights organizations in Bahía Blanca in the eighties, the delegation of the Permanent Assembly for Human Rights . The process of growth and legitimization of the organization and the challenges that the transition context posed for humanitarian militancy are analyzed. It is argued that in the first years of the new constitutional government and until the so-called Law of Due Obedience, the APDH of Bahía Blanca became the local reference organization for the claim for truth and justice. However, it is worth noting that this process of growth and legitimization was characterized by the persistence of tensions and difficulties in terms of relations with local authorities and with different sectors of society
